ChatGPT Ads in France: preparing acquisition, attribution, and compliance

Advertising in ChatGPT is available in France. Before opening a budget, companies must prepare their data, their measurement, and their compliance safeguards.

ChatGPT Ads in France: preparing acquisition, attribution, and compliance

OpenAI announced on August 18, 2026, the expansion of ChatGPT Ads to 31 European countries, including France. The service has been available there since August 24, and Ads Manager opened for self-service in Europe on August 31. This new channel can change part of digital acquisition, but it should not be approached as a simple duplicate of Google Ads or social networks.

1. What OpenAI announced

The European rollout concerns users of the Free and Go plans. The Plus, Pro, and Enterprise subscriptions are announced as ad-free. OpenAI states that the ads are identified and separated from the responses, and claims that they do not influence the content of the responses.

The launch initially went through OpenAI Ads Solutions and through agency or technology partners. Since August 31, 2026, Ads Manager also allows European advertisers to purchase campaigns directly on a self-service basis. The presented options include CPM and CPC purchases, conversion optimization, geographic targeting, custom audiences, a pixel, and a conversions API.

These elements describe an advertising platform that is in the process of being structured. They do not yet provide the actual cost of an acquisition in France, the depth of the inventories, or the performance by sector.

2. Why the conversational context changes advertising

A classic search is often short: a few keywords and a page of results. A conversation can express a richer need, constraints, and a level of maturity. An ad displayed in this context can therefore appear later in the decision-making journey.

This promise must be tested, not assumed. The context provided to the advertiser, the delivery criteria, and the level of control over requests remain decisive. A platform may know the intent without offering the necessary transparency for optimization.

For complex B2B services, the main interest could be qualification rather than volume. A company looking for a partner to take over an application, secure an extranet, or integrate a business AI often expresses several criteria before clicking.

3. What the announcement does not yet allow to conclude

OpenAI claims that conversations remain private from advertisers and that customer data is not sold. It will be necessary to examine the settings actually available, the reports submitted, and the contractual conditions at the time the campaigns are launched.

It is also too early to say that ChatGPT Ads will be cheaper or more effective than existing channels. The first few months may produce atypical performance related to novelty, limited inventory, or low competition.

Finally, the announced independence between advertising and response must be understood within the real user experience. A separate ad can still influence the journey if its position, format, or level of personalization make it particularly visible.

4. Data and attribution prerequisites

Before launching a campaign, define the value events. For a B2B agency or publisher, the click is not the right objective. It is necessary to measure qualified demand, appointment setting, useful downloads, account creation, or validated business opportunities.

Prepare a common nomenclature between the platform, the analytics tool, and the CRM. The campaign parameters must survive the form, then be reconciled with the commercial result without exposing unnecessary data.

The conversions API can improve measurement when the browser blocks certain trackers. It does not remove the obligations of minimization, information, and legal basis. Document the data sent, its purpose, its duration, and the subcontractors involved.

Also plan for a comparison group. Without a baseline from other channels or a control period, an increase in conversions may be wrongly attributed to the new platform.

Intention conversationnelle suivie d’une annonce signalée, d’une page d’atterrissage, d’un événement de conversion et de sa mesure avec consentement.
A conversational campaign must link intention to a useful conversion, then to a documented and compliant measurement.

5. GDPR and consent points of attention

In France and in the European Union, the placing or reading of trackers that are not strictly necessary generally requires prior consent. The CNIL reminds that this consent must be free, specific, informed, and unambiguous, and that the organization must be able to provide proof of it.

If the pixel or a custom audience involves placing a tracker, matching identifiers, or transmitting data for advertising purposes, the consent flow and documentation must be adapted. The details will depend on the configuration and available contracts; legal and DPO validation is recommended before launch.

Audiences derived from the CRM require special attention. Do not send a list 'out of habit.' Check the initial purpose of the collection, the information provided to individuals, the legal basis, and the possibility of objection.

6. How to prepare landing pages

A user coming from a conversation arrives with a specific context. The page must immediately address the stated need, without forcing them to restart their reasoning. A campaign on taking over a business application should lead to a page dedicated to auditing, knowledge transfer, and stabilization planning, not to a generic 'Our Services' page.

Build several variants corresponding to distinct intentions. Keep a straightforward message: problem, method, evidence, time to handle, and next action. Speed, responsiveness, and accessibility remain essential.

In-depth content also plays a role. An ad can generate the first contact, but a decision-maker will often check the company's expertise through its articles, case studies, and technical pages.

7. A 30-day test protocol

Start with a single objective, two or three segments, and a capped budget. Exclude conversions that are too low to avoid misleading optimization. Check the quality of the requests every day, not just the cost displayed on the platform.

The first week is used to control tracking and compliance. The second compares messages and pages. The third adjusts audiences and exclusions. The fourth brings CRM results closer and decides on a stop, an extension, or a ramp-up.

The exit criteria must be defined before the test: maximum cost per qualified opportunity, minimum volume, false request rate, commercial processing time, and acceptable level of uncertainty.

8. What link with SEO and GEO?

Advertising does not replace SEO. It adds a paid channel in an environment where conversational responses are already taking up an increasing space. SEO, GEO, and expert content remain necessary to be cited, verified, and chosen beyond the ad.

It is therefore necessary to work on both dimensions: measured paid acquisition and a credible editorial corpus. Our guide on SEO and AI answer engines explains how to structure this second component.

ChatGPT Ads can become an interesting channel for complex offers, but novelty does not constitute a strategy. The best-prepared companies will be those that already have reliable measurement, targeted pages, a clean CRM, and a compliance framework.

Partitech can support the technical preparation of this channel: landing pages, analytics, conversion API, CRM integration, performance optimization, and alignment with a sustainable SEO/GEO strategy.
